You may need to re-expand a new winlogon.ex_ from your server installation disk out of the i386 directory.   edit - if it is a 2003  server then the documents and I noticed that when I login locally to my usual domain admin account I use, that it seems to get worse, but when I login as administrator it's not as bad.
